its takeover of the Washington DC police

force. Attorney General Pam Bondi has

named the head of the Drug Enforcement
00:00:28
Administration as DC's emergency police
00:00:31
commissioner, but DC Mayor Muriel Bowser
00:00:34
and DC Attorney General Brian Schwab
00:00:37
have rejected the order. In addition,
00:00:39
Bondi's ordered an end to Washington
00:00:42
DC's sanctuary policies, which
00:00:45
restricted DC police from aiding federal
00:00:48
immigration enforcement. This comes days
00:00:51
after Trump deployed 800 National Guard
00:00:53
to Washington DC as he declared a crime
00:00:56
emergency in DC even though violent
00:00:59
crime is at a 30-year low. Meanwhile,
00:01:02
the Republican controlled Congress is
00:01:04
continuing to withhold a billion dollars
00:01:07
taken away from Washington DC's budget
00:01:10
earlier this year. President Trump's
00:01:12
also threatening to take action against
00:01:15
other Democratic cities.
00:01:19
You look at Chicago, how bad it is. You
00:01:22
look at Los Angeles, how bad it is. We
00:01:25
have other cities that are very bad. New
00:01:27
York has a problem. And then you have,
00:01:29
of course, Baltimore and Oakland. We
00:01:32
don't even mention that anymore. They're
00:01:33
so they're so far gone. We're not going
00:01:36
to let it happen. We're not going to
00:01:37
lose our cities over this.
00:01:40
And this will go further. We're starting
00:01:43
very strongly with DC. And we're going
00:01:45
to clean it up real quick. Very quickly,
00:01:49
>> all of the cities Trump named are run by
00:01:52
black mayors. Trump singled out Chicago
00:01:56
Mayor Brandon Johnson for criticism.
00:02:00
>> And if we need to, we're going to do the
00:02:02
same thing in Chicago, which is a
00:02:04
disaster. We have a mayor there who's
00:02:06
totally incompetent. He's an incompetent
00:02:08
man, and we have an incompetent governor
00:02:13
there.
00:02:14
We go now to Chicago where we're joined
00:02:16
by Mayor Brandon Johnson who served as
00:02:19
mayor since 2023.
00:02:22
Mayor, thank you for joining us. Well,
00:02:24
why don't you start off by responding uh
00:02:26
directly to President Trump's criticism
00:02:29
of you, but also the takeover of DC and
00:02:33
what Chicago is doing about it.
00:02:36
>> Well, good morning. Um there's a clear
00:02:38
fundamental difference between uh the
00:02:41
approach that President Trump is taking
00:02:43
versus um how we are handling the very
00:02:46
complex social issues um that have
00:02:50
unfortunately plagued our cities and
00:02:53
America for for decades. Um it is very
00:02:56
evident that we have a president that
00:02:58
has incredible disdain for working
00:03:01
people. Um it's pretty straightforward
00:03:03
for for us here in the city of Chicago.
00:03:05
I remember a time, you know, Amy, when
00:03:07
presidents uh declared wars on poverty.
00:03:12
This president has declared war on poor
00:03:15
people and the work that we're doing in
00:03:19
Chicago and really cities across
00:03:21
America. We're investing in people,
00:03:24
right? the fundamental difference
00:03:25
between the authoritarianism that's
00:03:28
coming from the White House versus the
00:03:31
collective community approach that we're
00:03:34
leading here in Chicago um is that the
00:03:37
president is looking to resuscitate uh
00:03:40
the sins and the evil of the past and
00:03:43
the city of Chicago is moving
00:03:45
progressively forward. And so for
00:03:46
instance, we are investing in mental
00:03:49
health and behavioral health. I'm the
00:03:51
first mayor since the first black mayor
00:03:54
in the history of Chicago to reopen
00:03:56
mental health clinics and provide mental
00:03:59
health treatment across the city. When
00:04:02
people are having mental health crisis,
00:04:04
a paid professional mental health
00:04:06
provider shows up to those crises versus
00:04:09
a police officer to provide the
00:04:11
necessary care there and that frees up
00:04:13
law enforcement to address some of the
00:04:15
other critical issues that we are
00:04:17
dealing with. The bottom line is this.
00:04:19
Our approach in investing in people has
00:04:21
led to some of the most historic um
00:04:24
declines in violence. The month of
00:04:26
April, we had the fewest amount of
00:04:28
homicides since 1962.
00:04:32
Right now, we are on pace to not only um
00:04:36
lower crime in a very significant way,
00:04:38
we're doing it in the very neighborhoods
00:04:40
that have been historically disinvested
00:04:42
in. And so right now in the city of
00:04:44
Chicago, we have a 30% reduction in
00:04:47
homicides. Shootings and shooting
00:04:49
victims are down nearly 40%. Robberies
00:04:53
are down um nearly 35%. There is
00:04:56
certainly more work to be done. Uh but
00:04:58
we're not going to transform our cities.
00:05:02
Um if we revert back to a time in the
00:05:05
past where the addiction of jails and
00:05:09
incarceration has not led to safer
00:05:12
communities. In fact, it has done the
00:05:14
opposite. And so, as the mayor of this
00:05:16
city, I don't necessarily pay attention
00:05:18
to to name calling. It's really about
00:05:21
calling out the names of the people who
00:05:23
have put mayors like myself in positions
00:05:26
to lead. The last thing that I'll say is
00:05:28
I'm thinking about, of course, the great
00:05:31
history of the labor and the civil
00:05:33
rights movement where Dr. Keane said,
00:05:35
"If these two forces were to ever uh
00:05:37
collide, what enormous potential it will
00:05:40
have." and he came to the city of
00:05:42
Chicago a generation ago fighting for
00:05:44
fair housing. And he said, "If we can
00:05:46
get it right in the city of Chicago, we
00:05:48
can do it anywhere in the world." And
00:05:50
that's essentially what we're doing.
00:05:52
We're carrying out the dreams and the
00:05:53
hopes and aspirations of um our
00:05:56
ancestors, building the safest, most
00:05:58
affordable big city in America, 10,000
00:06:01
affordable units by the end of my first
00:06:02
term. A lot of work to do, but we're not
00:06:05
going to get it done if we don't move
00:06:07
forward with progressive policies. And
00:06:09
we're certainly not going to get it done
00:06:10
if we revert back to a time in which
00:06:12
clearly Donald Trump is um salivating
00:06:15
over a time in which people have been
00:06:18
deeply um harmed uh by by federal
00:06:21
policy. We're not going to go backwards.
00:06:23
We're going to continue to move forward
00:06:24
as a city. Uh, mayor, I wanted to ask
00:06:26
you also about Trump uh, blasting the
00:06:30
uh, Illinois
00:06:31
governor's position and your position on
00:06:34
cash bail. U, the impact that uh,
00:06:37
elimination of ca of cash bail has had
00:06:40
on the black and brown communities.
00:06:44
>> Well, again, here's yet another example
00:06:46
of progressive policies that, you know,
00:06:48
have led to a precipitous decline in
00:06:50
violent crime. What we have seen is in
00:06:53
the past there is a proclivity to
00:06:55
criminalize poverty and that's
00:06:57
essentially what has been happening uh
00:06:59
for decades um throughout the country.
00:07:02
And so by eliminating this barrier where
00:07:04
people were uh being held um and
00:07:07
detained uh for uh minor and and and
00:07:11
offenses of essentially trying to
00:07:14
survive and people being held up in our
00:07:17
jails simply because they cannot afford
00:07:20
bail. um we have discovered that that
00:07:22
doesn't necessarily drive violence down
00:07:24
in the city of Chicago. What drives
00:07:26
violence down is when we are investing
00:07:28
in in our workers. You know, I passed an
00:07:31
ordinance um in the first few months of
00:07:34
my time in office where we expanded paid
00:07:38
time off for workers. And so workers
00:07:41
were looking for a day off and I gave
00:07:43
them 10. So we are the largest city in
00:07:46
America that has offered up paid time
00:07:49
off for over 1 million workers. And so
00:07:52
now you have workers who can spend time
00:07:55
with their families, make doctor
00:07:56
appointments. That's the type of work
00:07:59
that has to be done in cities across
00:08:01
America if we're truly going to build
00:08:03
safe and affordable cities. It's not
00:08:05
reverting back to a time in which the
00:08:07
addiction on jails and incarc and
00:08:09
incarceration where that has led to um
00:08:12
quite frankly not just the separation of
00:08:15
families, but it has really not caused
00:08:18
um violent crime to go down. We have to
00:08:20
do what works and in the city of
00:08:22
Chicago, the state of Illinois, we're
00:08:24
very proud of our progressive uh
00:08:26
policies and not just uh for paid time
00:08:29
off and making sure that workers can
00:08:30
actually spend time with their families.
00:08:32
We have abolished the subminimum wage
00:08:34
for tip workers. So, we're talking about
00:08:36
60,000 workers, overwhelmingly brown and
00:08:39
black women, um, who will now receive
00:08:41
raises on top of their tips. We're
00:08:44
building the safest, most affordable big
00:08:46
city in America, the most proworker city
00:08:48
in America. And we're doing it in a very
00:08:50
collective way in response to what
00:08:53
people are actually calling for. And
00:08:55
whether it's eliminating cash bail,
00:08:57
eliminating the subminimum wage, giving
00:08:59
workers pay time off, investing in our
00:09:02
young people and mental health um care
00:09:04
services, it's why we're seeing violent
00:09:06
crime go down in the city of Chicago.
00:09:09
And and mayor, I wanted to ask you also
00:09:11
about immigration. Clearly a signature
00:09:13
issue of of President Trump's mass
00:09:16
deportations of uh the undocumented and
00:09:19
even the targeting and reduction of of
00:09:21
illegal immigration. uh uh what's the
00:09:25
situation in Chicago? Have these ice
00:09:27
rays intensified? And you being a
00:09:29
sanctuary city, how are you confronting
00:09:32
the threat of the this massive
00:09:34
mobilization of the Trump administration
00:09:36
uh in cities like Chicago?
00:09:39
>> Well, we're we are a welcoming city and
00:09:41
we've been a welcoming city for 40
00:09:43
years. Uh the first black mayor, Mayor
00:09:45
Harry Washington, declared that his
00:09:47
corporate council, James Montgomery, who
00:09:50
was also the council for the Black
00:09:51
Panther Party, insisted that we as local
00:09:55
law enforcement not engage with federal
00:09:58
ICE agents in terms of the
00:10:01
implementation of um immigration policy.
00:10:05
It doesn't make us safe. In fact, it
00:10:06
creates that much more trepidation and
00:10:09
animist towards law enforcement that
00:10:12
really becomes antithetical to what
00:10:14
we're trying to accomplish through
00:10:15
constitutional policing. And so I have,
00:10:18
you know, been very vocal about making
00:10:20
sure that we will protect the rights of
00:10:23
uh immigrants and undocumented families.
00:10:26
um we are not going to um allow for our
00:10:29
local law enforcement to behave or
00:10:32
double as federal ICE agents,
00:10:34
particularly at a time in which the
00:10:36
president of the United States of
00:10:37
America is using the ICE department as
00:10:40
his own uh personal militarized force.
00:10:44
you know, with his so-called big bill,
00:10:48
um, the largest concentration of wealth
00:10:51
into the hands of the ultra rich. We
00:10:54
have never seen that type of shift of
00:10:56
wealth at one single time. And then the
00:11:00
ICE budget is only third to the United
00:11:04
States government in terms of its
00:11:06
military force and China. So, there's
00:11:08
only two other forces that have more
00:11:12
resources than ICE. And Dr. King warned
00:11:15
us of militarization and racism, right?
00:11:18
Uh he warned us of these things a
00:11:20
generation ago. And so, we're seeing
00:11:22
that play out in the Trump
00:11:23
administration, but we're not going to
00:11:25
back down. We're not going to cower or
00:11:26
bend or or certainly be intimidated by
00:11:29
these um attempts to divide and conquer
00:11:32
our communities. So, we are a firm,
00:11:34
welcoming city. We're going to protect
00:11:36
immigrants, undocumented people, but
00:11:39
we're also are going to ensure that we
00:11:41
do everything in our power to invest in
00:11:43
people because that's how you build safe
00:11:45
and affordable big cities by actually
00:11:47
investing in people. And that's exactly
00:11:49
what we're doing.
00:11:50
>> Mayor Johnson, I wanted to turn to other
00:11:52
mayors who are also pushing against uh
00:11:55
Trump's threats. This is Baltimore Mayor
00:11:58
Brandon Scott in an interview with CNN.
00:12:02
I think it's very notable that each and
00:12:05
every one of the cities called out by
00:12:06
the president has a black mayor and most
00:12:09
of those cities are seeing historic lows
00:12:11
in violent crime. The president could
00:12:13
learn a lot from us instead of throwing
00:12:15
things at us.
00:12:17
>> Meanwhile, Oakland Mayor Barbara Lee
00:12:19
told ABC 7 her city will not allow a
00:12:23
military occupation.
00:12:26
This is part of his effort to uh
00:12:28
dismantle democracy, to militarize
00:12:31
cities where people live, which he don't
00:12:34
he does not recognize, understand, or
00:12:36
see.
00:12:37
>> Of course, that's Barbara Lee, now
00:12:39
Oakland mayor before that Congress
00:12:41
member. Um, so Chicago Mayor Brandon
00:12:44
Johnson, explain exactly how you're
00:12:47
taking uh the Trump administration on.
00:12:51
Uh, what are the lawsuits? How are you
00:12:53
planning to respond?
00:12:56
>> Yeah, first of all, both of those mayors
00:12:58
are absolutely right. Again, racism,
00:13:01
poverty, militarism, these are the three
00:13:03
evils uh that we were uh warned of a
00:13:06
generation ago. And so, how we are
00:13:08
approaching this is first of all calling
00:13:10
out the hypocrisy of President Donald
00:13:13
Trump. If he was serious about
00:13:15
transforming our cities, he would not
00:13:17
have taken over $800 million out of the
00:13:20
budget that was designed for uh violence
00:13:23
prevention. One of the ways in which you
00:13:25
actually um prevent violence um in in
00:13:29
cities across America is by investing in
00:13:31
people. And so what we've done is that
00:13:33
we have strengthened our welcoming city
00:13:35
ordinance to ensure that immigrants and
00:13:38
undocumented families um are secure and
00:13:42
safe in our city. We are investing in
00:13:45
the west and south sides of Chicago a
00:13:47
$1.25 billion investment for housing and
00:13:51
economic development. We are investing
00:13:53
in our public education system.
00:13:55
Literally everything that we are doing
00:13:58
is what President Trump is trying to
00:13:59
prevent from happening. Whether it's his
00:14:02
budget to eliminate Medicaid, uh to
00:14:05
eliminate SNAP and his war on on public
00:14:08
education, we are going to use every
00:14:11
single tool that we have available to us
00:14:13
and whether it's the policies that we're
00:14:15
putting forth, the investments that
00:14:17
we're putting forward, um taking legal
00:14:19
actions, and then of course people
00:14:21
taking it to the streets. As a former
00:14:23
union organizer and a public education,
00:14:25
a public school teacher here in Chicago,
00:14:27
I know the the value and the benefit of
00:14:30
people raising up their voices. Um, you
00:14:33
know, the very elevators in which I now
00:14:36
take to the fifth floor. Um, I've
00:14:38
blocked those elevators and I've taken
00:14:40
arrests because we've had
00:14:42
administrations ignore the interests of
00:14:44
working people. This is really a moment
00:14:47
not just for mayors, but for labor, for
00:14:51
community leaders, for faith leaders to
00:14:53
all come together to resist uh the
00:14:56
tyrannical rain that is coming from the
00:14:58
White House. And so I'm going to use
00:15:00
every single tool that I have access to
00:15:02
um to ensure that we protect working
00:15:05
people across our city, black, brown,
00:15:07
white, Asian, young, old, the very
00:15:10
exciting intergenerational movement um
00:15:13
that that said yes we can. The the
00:15:15
movement that said keep hope alive. Uh
00:15:18
you know the movement that of course
00:15:20
that have propelled you know many
00:15:21
tremendous great leaders into powerful
00:15:24
positions. That that is what Chicago has
00:15:27
has been about right. And again, you
00:15:29
know, it was Dr. King who came to the
00:15:31
city of Chicago and and said that if we
00:15:33
can figure it out in the city of
00:15:34
Chicago, we can do it anywhere in the
00:15:36
world. And we're literally building and
00:15:38
transforming communities by building
00:15:39
more affordable units. We've hired over
00:15:41
30,000 young people for summer jobs.
00:15:44
It's a almost 50% increase since taking
00:15:46
office. And then, of course, we're
00:15:48
making all of the necessary investments
00:15:50
um to ensure that we are solving crime
00:15:52
in Chicago. Violent crime is down. a lot
00:15:55
of work to be done, but you're seeing
00:15:57
black mayors across this country. Um
00:15:59
you're seeing progressive policies
00:16:01
actually uh prove positive um to the
00:16:04
interest of of everyone. And so um we're
00:16:07
also moving forward in our budget season
00:16:10
to ensure that the ultra rich pay their
00:16:12
fair share in taxes. If we're going to
00:16:14
continue to make progress across this
00:16:16
country, the ultra rich have to put more
00:16:18
skin in the game. what Donald Trump is
00:16:20
is essent essentially doing, he is doing
00:16:23
the bidding of tyrants around the world.
00:16:26
Um, if you're getting high fives from
00:16:28
Putin, you know, you you're you're
00:16:30
you're aligned with with some of the
00:16:33
very people who have been charged with
00:16:35
with war crimes, right? And so, we're
00:16:37
seeing these tyrants all over the
00:16:40
country find um uh refuge in Trump's
00:16:44
administration. But we the people, we
00:16:46
the people must resist the urges of of
00:16:49
fear and anxiety and stand firm on uh
00:16:52
the fundamental values of our democracy.
00:16:55
And then finally to never ever surrender
00:16:57
our humanity.
00:16:59
Mayor, we only have about a minute, but
00:17:00
I wanted to ask you about a a more local
00:17:03
issue, but a major issue, public
00:17:04
education. Uh your school board in
00:17:07
Chicago is facing a seven more than $700
00:17:10
million deficit. Uh and there's been
00:17:14
constant battles between yourself and
00:17:16
school leaders over whether you should
00:17:18
borrow more money, whether the school
00:17:20
should borrow more money. And uh even
00:17:23
the outgoing uh CEO, Pedro Martinez,
00:17:26
that you were at at war with for quite a
00:17:28
while. Now you have someone that you've
00:17:30
appointed as interimm, but even they are
00:17:32
resisting this idea to borrow more money
00:17:35
to deal with the deficit. I'm wondering
00:17:36
your position on the latest Chicago
00:17:39
Board of Education uh budget proposal.
00:17:42
Well, look, public education at the
00:17:44
expense of the state, after all, is a
00:17:46
negro idea. Those are the words of Web
00:17:48
De Mo. And so, investing in our public
00:17:51
schools, that's fundamental to our
00:17:53
democracy. The city of Chicago has
00:17:55
invested um nearly a billion dollars
00:17:57
into our public education system. We are
00:17:59
still woefully underfunded by the state
00:18:01
of Illinois. Their own calculation um
00:18:03
has made it very clear that the city of
00:18:05
Chicago, workingclass people are owed
00:18:08
$1.6 billion. the federal government
00:18:11
allowed for the esser uh um investment
00:18:14
to uh to expire. Um had those
00:18:17
investments been maintained, we would be
00:18:19
talking about a surplus right here.
00:18:21
Look, there are two choices. We're
00:18:22
either going to invest in people or
00:18:24
we're going to cut from people. And I'm
00:18:26
making the very conscious decision that
00:18:28
in order to build the safest, most
00:18:29
affordable big city in America, the most
00:18:31
proworker city in America, we have to
00:18:33
invest in our children. We have to
00:18:35
invest in our people. And that's exactly
00:18:37
what the people of Chicago voted for.
00:18:38
And that's exactly exactly what I'm
00:18:40

    This feature is available in the UDL Helper extension. Make sure that "Show the video snapshot button" is checked in the settings. A camera icon should appear in the lower right corner of the player to the left of the "Settings" icon. When you click on it, the current frame from the video will be saved to your computer in JPEG format.

    For this purpose you need VLC-player, which can be downloaded for free from the official website https://www.videolan.org/vlc/.

    How to play streaming video through VLC player:

    • in video formats, hover your mouse over "Streaming Video**";
    • right-click on "Copy link";
    • open VLC-player;
    • select Media - Open Network Stream - Network in the menu;
    • paste the copied link into the input field;
    • click "Play".

    To download streaming video via VLC player, you need to convert it:

    • copy the video address (URL);
    • select "Open Network Stream" in the "Media" item of VLC player and paste the link to the video into the input field;
    • click on the arrow on the "Play" button and select "Convert" in the list;
    • select "Video - H.264 + MP3 (MP4)" in the "Profile" line;
    • click the "Browse" button to select a folder to save the converted video and click the "Start" button;
    • conversion speed depends on the resolution and duration of the video.

    Warning: this download method no longer works with most YouTube videos.
