find out which. But this time, the US

just blew it up. 2 weeks later, the US

blew up another boat, then another, and

another, and another.

Donald Trump claimed the dozens of

people killed by these strikes worked

for drug cartels and that this was just

the start of his new strategy to stop

them. To

turn a war on drug cartels into a

potential war with Venezuela? This is

not stretching the envelope. This is

tearing the envelope apart.

Trump's right about one thing. The

cartels are stronger than ever. The
00:01:44
first modern drug cartel was formed in
00:01:46
the 1970s by a Colombian named Pablo
00:01:48
Escobar. He smuggled cocaine through the
00:01:51
Caribbean and made millions of dollars.
00:01:53
Then he united several gangs into one
00:01:55
organization and made billions. By the
00:01:58
1980s, the Median cartel was making 80%
00:02:00
of the cocaine trafficked into the US
00:02:02
and its private army wre havoc across
00:02:04
Colombia. This is the most violent of
00:02:07
cities. There's a killing here every 3
00:02:09
hours. some committed by these
00:02:11
motorcycle gangs who work on retainers
00:02:13
for the cartel.
00:02:14
>> The Median cartel was too powerful for
00:02:16
the Colombian government to take on
00:02:18
alone. So, the US helped by sending its
00:02:20
law enforcement agencies and its
00:02:22
military.
00:02:23
>> America's public enemy number one in the
00:02:26
United States is drug abuse.
00:02:29
>> Richard Nixon was the first president to
00:02:31
declare a war on drugs, but Ronald
00:02:33
Reagan supercharged the military's role
00:02:35
in it. He sent so-called military
00:02:37
advisers and weapons to Colombia and
00:02:39
ordered the Navy to shut down
00:02:40
trafficking routes. But the war on drugs
00:02:42
wasn't an actual war. And the Median
00:02:45
cartel wasn't an invading force that the
00:02:47
military could shoot without warning. It
00:02:49
was a group of criminals. So while the
00:02:51
military could help find cartel members,
00:02:53
law enforcement arrested and prosecuted
00:02:55
them. That's how the US helped dismantle
00:02:57
the Medí cartel and eventually find
00:02:59
Escobar, who died in a shootout. But the
00:03:02
war on drugs continued and presidents
00:03:04
kept involving the military in it.
00:03:06
George HW Bush invaded Panama partly by
00:03:08
citing Panama's leader indictment for
00:03:11
drug trafficking. Bill Clinton deepened
00:03:12
the military partnership with Colombia
00:03:14
and under George W. Bush, the military
00:03:16
shared intelligence with Mexico. The
00:03:19
strategy didn't win the war on drugs,
00:03:21
but it made a difference.

>> Had the US never focused on this issue,

you can only imagine these groups could
00:03:26
be even more powerful, right? Will
00:03:27

in 2023. This demand kept the cartels in

business. After the Medían cartel, the

Cali cartel took over. Then Colombians

started trafficking through Mexican
00:03:53
criminal groups who evolved into even

deadlier [music] cartels. When the US
00:03:56
and Mexico cracked down on them, they
00:03:58
just fractured into more [music]
00:04:00
cartels. Today, these cartels are
00:04:02
partnering with criminal groups in
00:04:03
Europe and Asia to traffic drugs around
00:04:05
the world and make [music] tens of
00:04:06
billions of dollars a year. More than
00:04:09
enough money to corrupt officials,
00:04:10
innovate new ways to evade detection,
00:04:13
and diversify into other crimes like
00:04:15
human trafficking and wildlife poaching.
00:04:16
[music] These are really formidable
00:04:18
organizations and as long as there's
00:04:19
that demand and as long as there's
00:04:21
robust supply then fundamentally I think
00:04:23
you're going to be talking about putting
00:04:24
a lid on a situation but not eliminating
00:04:26
it altogether.

office with a new plan to fight the
00:04:30
cartels. It didn't involve curbing
00:04:32
demand or law enforcement.

>> The cartels are waging war on America

and it's time for America to wage war on

the cartels.

>> This story is moving super fast. Trump

is striking both in the Caribbean and in
00:04:45
the Pacific, and he recently authorized

the CIA to work inside Venezuela. Now,

how different outlets are covering it.

Trump began by focusing on aid criminal

groups, mostly cartels in Mexico, plus

trend to Ara, a gang started in a

Venezuelan prison, and cartel de los

souls, a criminal network in the

Venezuelan military. Trump designated
00:06:13
them as either foreign terrorist
00:06:15
organizations or specially designated
00:06:17
global terrorist groups, labels the US
00:06:19
used before.
00:06:20
>> They are now officially in the same
00:06:22
category as ISIS, and that's not good
00:06:25
for them.
00:06:26
>> But these labels didn't have anything to
00:06:27
do with the military. They just broaden
00:06:29
US law enforcement's abilities to
00:06:31
prosecute and sanction the cartels and
00:06:33
people linked to them.

>> So whether that is a business which

launderers money or goes into business
00:06:38
with a with a cartel to an immigrant who
00:06:40
may be forced to pay a ransom fee, it
00:06:43
allows to cast that very very wide net.

>> But then Trump sent a Navy fleet to the
00:06:46
Caribbean and authorized it to strike a
00:06:48
boat suspected of running drugs for
00:06:50
Trenua. He then wrote to Congress that
00:06:52
the people killed were unlawful
00:06:54
combatants in an armed conflict and that
00:06:56
the strikes were in self-defense. In
00:06:58
other words, because drugs are killing
00:07:00
Americans and those drugs are trafficked
00:07:02
in by cartels, Trump wanted to view the
00:07:04
cartels as combatants in a war and use
00:07:07
military force against them. Trump
00:07:08
wanted to turn the war on drugs into an
00:07:11
actual legal war. But could he do that?
00:07:16
Under the Constitution, only Congress
00:07:18
can declare war, which it didn't. nor
00:07:20
did Congress pass what's called an
00:07:21
authorization of military force. If
00:07:24
anything, Trump seems to be claiming his
00:07:26
power under the Constitution's Article
00:07:27
2, which names him the
00:07:29
commander-in-chief of the armed forces.

It's how Obama, Trump in his first term,
00:07:33
and Biden justified some military
00:07:35
operations. It's an already dubious
00:07:37
legal argument that Trump is stretching
00:07:39
even further because who the military
00:07:41
kills matters, too. These strikes
00:07:44
targeted members of enemy governments,
00:07:45
militaries, and rebel groups. Trump is
00:07:48
killing criminals.
00:07:50
>> There are so many problems with that.

leadership. The question now is whether

This strike reportedly killed a

fisherman. We're killing people and we

don't know who they are. But the truth

is unless and until Congress were to

contest this claim of war power, the

president is going to run with it.

>> And Congress isn't contesting it. When a

measure came up to bar Trump from
00:08:50
striking more boats, Republicans blocked
00:08:52
it. So even though Congress hasn't
00:08:53
authorized Trump's actions, they've also
00:08:55
decided not to stop him. In October,

Trump deployed more warships, fighter
00:08:59
jets, drones, a submarine, and some
00:09:01
10,000 troops to the region and
00:09:03
authorized the military to strike more
00:09:04
boats. But then Trump went a step even
00:09:07
further by claiming that Trenda Ara is
00:09:10
controlled by Venezuela's dictator
00:09:12
Nicholas Maduro.
00:09:15
US spy agencies assess that while Maduro
00:09:17
may tolerate the gang, he does not
00:09:18
control it. But by linking him to
00:09:20
Trenda, Trump is claiming the power to
00:09:23
use military force in Venezuela.
00:09:25
>> When a country is unable or unwilling to

prevent its territory from being used by
00:09:30
non-state enemies, [music] then we
00:09:32
assert the right to act. That's how we
00:09:34
went into Pakistan to kill Osama bin
00:09:36
Laden. That could very quickly escalate

into a conflict with Venezuela. [music]

But why would Trump want to do that?

a has suffered under Maduro. Right after

he took power, the country's economy
00:09:56
fell apart. Crime increased and millions

fled every year, but Maduro remains in

power. He survives by stealing elections

and corrupting the military and elites

for their loyalty. All reasons why Trump

may want Maduro gone, but not the only
00:10:10
reasons. Trump also blames Maduro for
00:10:12
the thousands of Venezuelan migrants in
00:10:14
the US and may be pressuring Maduro into
00:10:16
letting him send some back. Many suggest
00:10:18
that Trump may also want access to
00:10:20
Venezuela's huge reserves of oil. But
00:10:22
when Maduro offered the US a dominant
00:10:24
stake in Venezuela's oil to avoid
00:10:26
conflict, Trump refused it, which could
00:10:28
mean Trump has a more personal reason to
00:10:30
remove Maduro.
00:10:32

In 2019, Trump backed a coup in
00:10:36
Venezuela that failed.
00:10:37
>> It was embarrassing for him in the end.

Not only was Maduro not ousted from
00:10:40
power in the end, the generals and
00:10:41
others in his administration rallied

behind him. [music] I think Trump wants
00:10:44
to win this one.
00:10:45
>> Trump may also be listening to the
00:10:47
people around him, especially the
00:10:48
Secretary of State, Marco Rubio. Rubio
00:10:51
for instance for him Venezuela,
00:10:53
Nicaragua and Cuba, the three remaining
00:10:56
autocracies in Latin America. If he can
00:10:59
oust Maduro, I think he believes that
00:11:00
Cuba will fall next.
00:11:02
>> Trump is sending an aircraft carrier to

the region, and reports say he might
00:11:05
order missile strikes in the coming
00:11:07
weeks. But anything short of a land
00:11:09
invasion isn't likely to topple Maduro.

This is a regime that fully controls its
00:11:14
own military at the highest levels, has
00:11:16
very sophisticated systems of espionage
00:11:18
and control within that military. And I
00:11:20
don't see him being willing to sacrifice
00:11:21
US lives, especially as a president who
00:11:23
campaigned on an end to forever wars.

The war on terror started after 9/11

President Bush to use force against

basically anyone he could link to

al-Qaeda. Later, presidents used these

[music] broad limits to justify fighting

in dozens of countries for two decades.

It left the [music] US exhausted and by

some estimates killed 4 million people.

Something Donald Trump [music] promised

not to repeat.

the hell did we get other than lots of

dead people all including our people?

Under Trump, we will have no more wars,

rhetoric is going to keep us out of

Mexican cartels are responsible for most

of the drugs trafficked into the US, and

Trump considered striking them before.

The president pulls me aside on at least

that maybe we have the US military shoot

missiles into Mexico.

>> He would say to to go after the cartels.

>> But the authority Trump is claiming

could also include the power to strike

cartels work with or any group Trump

danger. The problem is Trump is claiming

the power to go to war against anyone

anywhere forever. You know, what could

be more of a forever war than going

after a set of nameless, faceless

cartels until they stop waging war on

Americans, which I think we all know is

in some volume or other never going to

stop. >> And if Trump can declare war on

criminals, what's stopping other

countries from doing it, too?

be able to say, "Well, I've got a

just going to call it an armed conflict

place limits on the president's power to

    • select "Open Network Stream" in the "Media" item of VLC player and paste the link to the video into the input field;
    • click on the arrow on the "Play" button and select "Convert" in the list;
    • select "Video - H.264 + MP3 (MP4)" in the "Profile" line;
    • click the "Browse" button to select a folder to save the converted video and click the "Start" button;
    • conversion speed depends on the resolution and duration of the video.
