The tiny South Carolina town of McB has00:00:35
been rocked by scandal after a police00:00:38
captain not only allegedly started00:00:40
having sex with a woman whose child may00:00:42
have been the victim of a brutal00:00:44
assault, but is also accused of trying00:00:46
to cover up that assault. Yeah. So,00:00:49
these are the people involved. We have00:00:51
34year-old Janice Curtis, also known as00:00:53
Janice Irvin, and 40-year-old Gregory00:00:56
Block. August 7th, agents from South00:00:59
Carolina's Law Enforcement Division,00:01:01
it's also known as SLED, arrested Block00:01:03
and Curtis, booking them into the00:01:05
Chesterfield County Detention Center.00:01:07
And they would both bond out later that00:01:08
day, according to court records. Also,00:01:10
by the way, later that day, dozens of00:01:12
sled agents were seen at the Mc Town00:01:15
Hall, which also houses the small town's00:01:17
court and police department, and they00:01:19
appeared to be executing search00:01:21
warrants. This is according to media00:01:23
outlet Queen City News. Now, Block, who00:01:26
has been suspended from his position as00:01:28
police captain with the McB Police00:01:30
Department, now faces a charge of00:01:32
misconduct in office, while his alleged00:01:34
lover, Janice Curtis, is accused of00:01:36
cruelty to a child. And they both also00:01:38
face an obstruction of justice charge. A00:01:41
lot to get into here. I want to bring00:01:42
back on to sidebar Tyler Bailey,00:01:45
criminal defense and civil rights00:01:46
attorney out in South Carolina, who can00:01:48
kind of give us some insight into this00:01:50
investigation, where the case goes from00:01:52
here. First of all, Tyler, you were00:01:53
saying one of the things is we're00:01:55
talking about the small town community00:01:56
and the police chief accused of00:01:58
wrongdoing. You find it interesting how00:02:00
it's being reported, right?00:02:02
>> Yeah, I do. Queen City News is a00:02:05
Charlottebased outlet and it seems to be00:02:07
that they're the one ones who have00:02:09
really blown the whistle here. Uh McB is00:02:12
a small community in Darlington County,00:02:14
South Carolina. And so they're exposing00:02:16
shining a light on what appears to be00:02:18
public corruption um misconduct in00:02:20
office and Lords knows what other mess00:02:23
will be uncovered uh out of this00:02:25
investigation.00:02:26
>> And that's an interesting point too00:02:27
makes you think about that. So I want to00:02:29
read from you the warrants that were00:02:30
filed against Curtis and Block and much00:02:32
of the content is redacted but we are00:02:34
able to glean a good bit of information00:02:36
from it nonetheless. So it says quote on00:02:38
October 14th 2024 Janice Curtis took the00:02:41
child to a medical center. Medical staff00:02:43
examined the child and observed00:02:44
bleeding. The examining physician opined00:02:47
that the injuries could be sustained00:02:48
from abuse, which could be sexual in00:02:50
nature. Medical staff requested McB00:02:53
Police Department and South Carolina00:02:54
Department of Social Services respond to00:02:57
the hospital. Now, it's understood from00:02:58
reporting by Queen City News that the00:03:01
child had injuries to her genitals.00:03:03
Okay, that's what we're talking about00:03:05
here. And the child's age, by the way,00:03:06
is unknown. Quote, Curtis told medical00:03:09
staff that the injuries were sustained00:03:11
when the child fell into the00:03:13
refrigerator. Curtis further stated the00:03:16
injury occurred while the child was home00:03:18
alone. Curtis told MPD Captain Gregory00:03:20
Block, again, the defendant in this00:03:22
case, that a registered sex offender00:03:24
lived nearby and was loitering around.00:03:27
In Captain Block's initial call to DSS,00:03:30
he reported Curtis left the child at00:03:32
home alone on the time of this incident.00:03:34
Curtis was trying to coach her on what00:03:36
to say. medical personnel told him the00:03:38
injuries were not consistent with00:03:40
Curtis's explanation and requested DSS00:03:43
respond. So, according to the warrant,00:03:46
the physician who evaluated the child's00:03:48
injuries at the medical center called a00:03:50
different hospital to say that Curtis00:03:52
would be bringing the child there for00:03:54
further examination and she would be00:03:56
sedated. And when the physician00:03:58
discharged this girl, the warrant00:04:00
indicates that it was expected Block and00:04:03
Curtis were taking the girl there. So,00:04:05
Block responded to the hospital for this00:04:07
report that there might be something00:04:08
suspicious going on. And at first, it00:04:12
seems he's doing everything correctly,00:04:13
right? Calling social services,00:04:15
reporting what both Curtis and the00:04:17
doctors had said, and so on. And as far00:04:19
as the doctor knows, the girl is headed00:04:21
to another hospital for a closer00:04:23
examination. Tyler, we stop right there.00:04:25
This this part feels to be on the up and00:04:28
up, right? what this captain's doing.00:04:30
Would there be documentation that those00:04:33
things had been had been done as well?00:04:35
>> Yeah, there should be. So, um Block who00:04:37
was investigating this should have been00:04:39
taking notes and um his his whole00:04:41
response is due to the call that he00:04:43
received from uh the medical uh00:04:46
department that went to the uh police00:04:47
department. And so all this is above00:04:49
board right now. Forensic interview is00:04:51
necessary. He's investigating it. Um00:04:54
this is what you expect to happen, but00:04:55
things, you know, turned out00:04:57

Things changed very quickly. Why? for00:06:20
some reason. Okay. Block quickly seems00:06:24
to walk everything back. Quote, "Less00:06:26
than 1 hour after initially calling DSS,00:06:29
Captain Block called DSS again and told00:06:32
them that redacted told him the child00:06:34
did not have redacted and the injuries00:06:37
that the doctor put on his report and00:06:39
sent to her were consistent with the00:06:42
explanation." Huh. Now, based on the00:06:44
context and the rest of the warrant,00:06:46
this section is basically saying that00:06:48
Block called DSS back and said that00:06:51
there was no actual evidence of sexual00:06:53
assault and that Curtis's explanation00:06:56
made sense. So, she fell into the00:06:59
refrigerator and injured her genitals.00:07:02
Really? He told DSS, according to this00:07:04
warrant, that he would do his own00:07:06
investigation, schedule a forensic00:07:08
interview for the child. He allegedly00:07:10
asked that DSS's response be cancelled.00:07:14
Tyler, which red flag do you want to hit00:07:16
first?00:07:17
>> Well, first he should have followed00:07:18
through immediately. Should follow00:07:20
through, went to the medical center so00:07:22
the child could be examined. And even if00:07:25
he believed her story, that the injury00:07:28
was consistent with the facts that he00:07:30
was given, he still should have had a00:07:32
medical professional look into it. It00:07:34
makes absolutely no sense why you have a00:07:36
child who's harmed. You have a law00:07:39
enforcement officer who took an oath of00:07:40
office to protect and serve and right00:07:42
here uh the person who does not have the00:07:45
medical background and training is00:07:47
deciding to uh just covert the whole00:07:50
operation and make his own decision. Say00:07:52
he'll decide what's best regarding the00:07:54
next steps. That's the biggest red flag00:07:56
that is meatly shown.00:07:58
>> Yeah. And from here it seems block00:08:00
started to dig a deeper and deeper hole00:08:02
for himself. Why do I say that? Because00:08:04
listen to this quote, "Captain Block00:08:06
generated an MPD incident report titled00:08:09
redacted that contained a false00:08:12
statement and partial information that00:08:14
was misleading." Captain Block also00:08:16
produced a letter for the school stating00:08:18
he had investigated the injury. So00:08:20
Tyler, if the allegations that Curtis00:08:22
and Block are lying about this assault00:08:24
and trying to cover up, if these are00:08:26
true, there's a lot of people and00:08:28
agencies that end up with official00:08:30
documentation of that lie. It's going to00:08:33
be very difficult, I think, from a00:08:34
defense perspective to try to argue00:08:36
against this, right?00:08:38
>> This is going to be very difficult. And00:08:40
this is where the misconduct in office00:08:42
is coming into play. He has the ability00:08:45
to issue false reports and put down00:08:47
different statements. He can decide to00:08:49
turn on or off his body camera footage.00:08:51
Uh, you know, law enforcement officers00:08:53
are entrusted with uh, you know, that00:08:55
they're going to act accordingly when00:08:57
they have that badge on. So, right here00:08:59
is where all the problems are starting.00:09:00
I mean, the questions that I have are,00:09:02
did Block know her when he reported?00:09:05
Should he should there have been another00:09:06
police department officer to investigate00:09:08
it? Because the way it changed so00:09:11
quickly leads me to believe that either00:09:12
one, there was some prior history or00:09:14
two, there was some conversation that00:09:16
they had and an agreement that they had00:09:18
and then he started to manipulate the00:09:21
system.00:09:22
>> Yeah, I was thinking the same thing.00:09:24
What was the What was that conversation?00:09:27
was it? And by the way, I don't know,00:09:28
but I wonder if the allegation could be00:09:32
did she say something to him that caused00:09:36
him to reverse course and try to cover00:09:38
this up? And and let's think about that00:09:40
for a second because I don't have00:09:41
definitive proof of that, but let's00:09:43
think about it like this. So, according00:09:45
to the warrants, just a few days after00:09:48
this first hospital visit, Curtis00:09:50
reportedly took the child back with00:09:53
complaints of blood in her urine,00:09:55
trouble urinating, and a foul odor. And00:09:58
once again, the doctor was suspicious.00:09:59
Let's not forget the victim in all this00:10:01
case. Okay, so the warrant states the00:10:04
physician noted injuries to the child's00:10:06
redacted. Captain Block told the00:10:08
physician that he was not concerned with00:10:10
sexual assault, but was going to00:10:12
schedule a forensic interview for the00:10:14
child. So, Tyler, same question as00:10:17
before. Does the hospital have any00:10:19
responsibility to follow up on the00:10:21
investigation despite what Captain Block00:10:25
is telling this physician that he was00:10:27
not concerned there was a sexual00:10:28
assault?00:10:30
>> No. So the hospital, they're mandatory00:10:33
reporters and they reported it to law00:10:35
enforcement and DSS. And generally what00:10:37
would happen is the Department of Social00:10:39
Services or law enforcement would follow00:10:41
up with that forensic interview, DSS00:10:43
would intervene and temporarily remove00:10:46
custody of the child um from the parent00:10:49
or guardian in the situation. And00:10:51
because they reported it to law00:10:52
enforcement and this is where it it gets00:10:54
really bad, Block decides to let DSS00:10:58
know that he's going to have the00:11:00
forensic interview done and pretty much00:11:01
tells them to stay back. And so the00:11:03
child here, the victim is still with um00:11:06
this woman who is either one, and I'm00:11:09
not going to defame her, I don't know00:11:10
any of these things, but it seems to be00:11:12
either that she is trying to stop some00:11:15
information from getting out. she knows00:11:17
what's happening to the child whether00:11:18
it's sexual nature or other abuse or two00:11:21
she could be part of be the perpetrator00:11:24
and that's what the the big red flags00:11:26
are looking at the victim here a minor00:11:28
child you have law enforcement you have00:11:30
the whole system that was not able to00:11:31
intervene to protect her all because of00:11:34
this officer's actions00:11:35
>> yeah and what's concerning is if you are00:11:38
a physician if you are the hospital and00:11:40
you're relaying this information to law00:11:41
enforcement00:11:43
you're you're not going to be able to00:11:44
question them and say wait Why aren't00:11:46
you looking into this? Why do you think00:11:48
that there's no sexual assault here? I00:11:50
mean, you report it to law enforcement.00:11:52
This idea of what he's being accused of00:11:54
right now, it's kind of unthinkable that00:11:55
there would be a cover up of this. But00:11:57
again, right now, we have to get into00:11:59
where things take a really salacious00:12:02
turn because apparently after Block met00:12:06
Curtis in connection with this horrific00:12:08
series of allegations, the two started00:12:11
sleeping together. quote, "Captain Block00:12:14
and Curtis initiated a sexual00:12:16
relationship following that incident00:12:18
that continued until and then it's00:12:20
redacted." Okay, Tyler, what do you make00:12:24
of that development? What are the rules00:12:27
about interactions and relationships00:12:29
between the police and members of the00:12:32
public? I imagine that if you're dealing00:12:35
with somebody who is a suspect or you're00:12:37
dealing with somebody who is reporting a00:12:40
crime, uh, alleged victim in a case, you00:12:44
don't have any sort of sexual00:12:46
relationship with that person. I mean,00:12:48
this tells a lot more of the story if00:12:49
these allegations are true.00:12:51
>> Absolutely not. There's no there's no um00:12:54
plausible situation where it should be00:12:56
permitted that a officer could be00:12:59
involved in a sexual relationship while00:13:01
conducting an ongoing investigation into00:13:04
the individual he's in a sexual00:13:06
relationship with. And from what we00:13:08
don't know, we don't know if they knew00:13:09
each other before. We do know that they00:13:12
engaged in sexual relationship00:13:13
relationship after he started to report00:13:16
and investigate this. So that's a big00:13:18
red flag. One, he could be biased in his00:13:20
investigation. two, he's obviously uh00:13:23
attracted and there's some physical00:13:25
relationship between the two and that00:13:27
leads to him, you know, using his badge00:13:30
um wrongfully and that's the misconduct00:13:32
in office and clear obstruction here00:13:34
based off of, you know, his false00:13:36
statements and the reports, the ongoing00:13:38
relationship. Um these are all things00:13:40
that should have never happened and00:13:42
that's why this whole thing was00:13:43
outsourced to uh the South Carolina law00:13:45
enforcement division to investigate this00:13:47
because it smells of foul play from a00:13:50
mile away.00:13:51
So, this affidavit states that Block and00:13:53
Curtis didn't do any of the things they00:13:55
were supposed to do to, you know, ensure00:13:57
the child victim got help, right? Let's00:13:59
not forget about this child victim.00:14:01
Quote, "The child was not taken to00:14:03
another location for examination as00:14:05
instructed." Sled has not identified any00:14:08
medical personnel at any medical00:14:10
facility that concluded there was no00:14:12
abuse. No documents were sent to00:14:14
redacted for analysis, nor was a00:14:16
forensic interview scheduled, as00:14:17
indicated by Captain Block to DSS and00:14:20
medical professionals. In July 2025, DSS00:14:23
opened an investigation. Curtis refused00:14:26
to bring the child for a forensic00:14:27
interview. Curtis also refused forensic00:14:30
interviews related to a prior DSS00:14:31
complaint earlier in 2024. On00:14:33
approximately July 28th, 2025, Curtis00:14:36
called redacted and requested the00:14:38
physician change the medical report to00:14:40
conclude no evidence of possible sexual00:14:43
assault was found. Now, in the next00:14:45
section, there's a typo. The affidavit00:14:47
says 2025 when it actually means 2024,00:14:49
but it says, quote, "Between October00:14:51
14th, 2024 and present, Captain Block, a00:14:54
certified law enforcement officer,00:14:56
provided false and/or misleading00:14:58
information to DSS, the school, medical00:15:01
facilities, and on his MPD report. Block00:15:04
never scheduled a forensic interview.00:15:07
Between October 14, 2024 and present,00:15:10
Janice Curtis did place a child at00:15:12
unreasonable risk of harm affecting the00:15:14
child's mental and or physical health00:15:16
related to abuse that was possibly00:15:18
sexual in nature. Furthermore, Curtis00:15:20
intentionally attempted to impede SLED00:15:23
and DSS from conducting their respective00:15:25
investigations. Now, an investigative00:15:27
reporter for Queen City News, Jod Bar,00:15:31
approached Block after he posted a00:15:33
$5,000 bond to get out of jail. And in00:15:35
this ambush style interview, Block told00:15:38
Bar was innocent. Here's part of the00:15:41
exchange. Block saying, "I'm not guilty00:15:43
of this stuff, sir. There was no00:15:45
evidence of any sexual assault or abuse.00:15:47
23 years of a clean career. I have never00:15:50
did anything. Nothing, man. This is I00:15:52
don't I did my job. And I think this is00:15:54
in feuding with certain individuals.00:15:55
Please keep in mind, man, I got kids.00:15:57
You understand what I'm saying?" Bar00:15:59
responds, "Did you think about that when00:16:01
you met Miss Curtis and handled that00:16:03
case?" Block says, "Yes, sir, I did, and00:16:05
I know where you're getting at, but you00:16:07
don't know the whole story and all." So,00:16:09
Tyler, first of all, why would Block00:16:12
actually respond to the media? I can't00:16:14
imagine that's always a beneficial thing00:16:16
to do, but B, what do you make of his00:16:19
response?00:16:20
>> Well, he should have never responded to00:16:22
the media. Of course, everything that he00:16:25
says can be used against him later on.00:16:27
Um, but obviously he thought that he was00:16:29
smart enough or I guess he had the00:16:31
capability to talk to the media on his00:16:33
own. And secondly, his response, the the00:16:37
biggest thing that stands out to me is00:16:38
when he says there was no evidence of a00:16:40
physical or sexual abuse. He does not00:16:43
have the the requisite training to make00:16:46
that conclusion. the hospital thought00:16:50
enough of the facts and what they saw00:16:52
that led them to believe that there00:16:54
should be a forensic interview of the00:16:56
child. And that forensic interview is to00:16:59
um get, you know, cut through the the00:17:01
grass and cut through the trees and00:17:02
figure out what happened. Put the child00:17:04
in a safe place, the victim uh where she00:17:06
can be questioned in a an environment00:17:08
that uh induces uh honesty and uh in a00:17:12
way that children feel comfortable00:17:13
speaking and it's recorded. Uh but Block00:17:16
for some reason thought he was smarter00:17:18
than the the medical professionals and00:17:20
the people who have specific training00:17:22
for forensic interviews. And one thing00:17:24
that also stands out to me is we don't00:17:26
even know if the victim ever had their00:17:28
forensic interview, which is a tragedy00:17:31
here. And so Block's response um to me00:17:35
just furthers the the misconduct in00:17:37
office. And it looks like he was clearly00:17:39
obstructing justice by taking this whole00:17:41
thing in in his hands when he was having00:17:43
sexual relationship with somebody who00:17:46
could have been the accused in that00:17:47
situation.00:17:48
>> Now, according to local outlet uh WIS10,00:17:52
the cases are going to be prosecuted by00:17:53
the South Carolina Attorney General's00:17:55
Office. And we looked into the charges00:17:56
that Curtis and Block are facing, and00:17:58
here's what we found. So according to00:18:00
South Carolina's criminal code, whoever00:18:01
cruy ill treats, deprivives of necessary00:18:04
sustenance or shelter, or inflicts00:18:06
unnecessary pain or suffering upon a00:18:08
child or causes the same to be done,00:18:09
whether the person is the parent or00:18:11
guardian or has charge or custody of the00:18:13
child for every offense, is guilty of a00:18:15
misdemeanor and upon conviction, must be00:18:17
in prison not more than 30 days or fined00:18:20
not more than $200 at the discretion of00:18:23
the magistrate. for blocks charge of00:18:26
misconduct. Any public officer whose00:18:28
authority is limited to a single00:18:30
election or judicial district who is00:18:31
guilty of any official misconduct,00:18:34
habitual negligence, habitual00:18:36
drunkenness, corruption, fraud, or00:18:38
oppression, shall be liable to00:18:40
indictment and upon conviction thereof00:18:42
shall be fined not more than $1,000 and00:18:44
imprisoned not more than one year. town00:18:47
officials. They released a statement to00:18:49
WIS-10 saying, "The town of McB is aware00:18:52
of the recent charges involving one of00:18:54
its police officers and takes the matter00:18:55
very seriously. The officer has been00:18:58
suspended without pay. We remain00:19:00
committed to transparency. We intend to00:19:02
continue to fully cooperate with law00:19:04
enforcement and the town will share00:19:06
updates as appropriate." Now, the00:19:08
Chesterfield County Court Records, that00:19:10
site shows that several standard filings00:19:12
have been submitted, like motions for00:19:13
discovery, but it's unclear when Curtis00:19:16
and Block are going to be back in court.00:19:18
Tyler, going to you, why didn't they00:19:20
just terminate him? Is this the right00:19:23
protocol? Suspension. Wait to see how00:19:25
the case plays out. Do they do their own00:19:26
internal investigation?00:19:28
>> I think they could have terminated him.00:19:30
They just decided not to. There's ample00:19:32
evidence to do so. I think the00:19:34
allegations are corroborated based off00:19:36
of what uh the medical professionals00:19:38
recommended and what uh Block did here.00:19:41
So I think they should have done that00:19:43
immediately. Oftent times you can see00:19:45
situations where an officer is00:19:48
temporarily suspended while there is an00:19:50
ongoing investigation because he is00:19:52
still accused accused. He has not been00:19:54
