The tiny South Carolina town of McB has

been rocked by scandal after a police
00:00:38
captain not only allegedly started
00:00:40
having sex with a woman whose child may
00:00:42
have been the victim of a brutal
00:00:44
assault, but is also accused of trying
00:00:46
to cover up that assault. Yeah. So,
00:00:49
these are the people involved. We have
00:00:51
34year-old Janice Curtis, also known as
00:00:53
Janice Irvin, and 40-year-old Gregory
00:00:56
Block. August 7th, agents from South
00:00:59
Carolina's Law Enforcement Division,
00:01:01
it's also known as SLED, arrested Block
00:01:03
and Curtis, booking them into the
00:01:05
Chesterfield County Detention Center.
00:01:07
And they would both bond out later that
00:01:08
day, according to court records. Also,
00:01:10
by the way, later that day, dozens of
00:01:12
sled agents were seen at the Mc Town
00:01:15
Hall, which also houses the small town's
00:01:17
court and police department, and they
00:01:19
appeared to be executing search
00:01:21
warrants. This is according to media
00:01:23
outlet Queen City News. Now, Block, who
00:01:26
has been suspended from his position as
00:01:28
police captain with the McB Police
00:01:30
Department, now faces a charge of
00:01:32
misconduct in office, while his alleged
00:01:34
lover, Janice Curtis, is accused of
00:01:36
cruelty to a child. And they both also
00:01:38
face an obstruction of justice charge. A
00:01:41
lot to get into here. I want to bring
00:01:42
back on to sidebar Tyler Bailey,
00:01:45
criminal defense and civil rights
00:01:46
attorney out in South Carolina, who can
00:01:48
kind of give us some insight into this
00:01:50
investigation, where the case goes from
00:01:52
here. First of all, Tyler, you were
00:01:53
saying one of the things is we're
00:01:55
talking about the small town community
00:01:56
and the police chief accused of
00:01:58
wrongdoing. You find it interesting how
00:02:00
it's being reported, right?
00:02:02
>> Yeah, I do. Queen City News is a
00:02:05
Charlottebased outlet and it seems to be
00:02:07
that they're the one ones who have
00:02:09
really blown the whistle here. Uh McB is
00:02:12
a small community in Darlington County,
00:02:14
South Carolina. And so they're exposing
00:02:16
shining a light on what appears to be
00:02:18
public corruption um misconduct in
00:02:20
office and Lords knows what other mess
00:02:23
will be uncovered uh out of this
00:02:25
investigation.
00:02:26
>> And that's an interesting point too
00:02:27
makes you think about that. So I want to
00:02:29
read from you the warrants that were
00:02:30
filed against Curtis and Block and much
00:02:32
of the content is redacted but we are
00:02:34
able to glean a good bit of information
00:02:36
from it nonetheless. So it says quote on
00:02:38
October 14th 2024 Janice Curtis took the
00:02:41
child to a medical center. Medical staff
00:02:43
examined the child and observed
00:02:44
bleeding. The examining physician opined
00:02:47
that the injuries could be sustained
00:02:48
from abuse, which could be sexual in
00:02:50
nature. Medical staff requested McB
00:02:53
Police Department and South Carolina
00:02:54
Department of Social Services respond to
00:02:57
the hospital. Now, it's understood from
00:02:58
reporting by Queen City News that the
00:03:01
child had injuries to her genitals.
00:03:03
Okay, that's what we're talking about
00:03:05
here. And the child's age, by the way,
00:03:06
is unknown. Quote, Curtis told medical
00:03:09
staff that the injuries were sustained
00:03:11
when the child fell into the
00:03:13
refrigerator. Curtis further stated the
00:03:16
injury occurred while the child was home
00:03:18
alone. Curtis told MPD Captain Gregory
00:03:20
Block, again, the defendant in this
00:03:22
case, that a registered sex offender
00:03:24
lived nearby and was loitering around.
00:03:27
In Captain Block's initial call to DSS,
00:03:30
he reported Curtis left the child at
00:03:32
home alone on the time of this incident.
00:03:34
Curtis was trying to coach her on what
00:03:36
to say. medical personnel told him the
00:03:38
injuries were not consistent with
00:03:40
Curtis's explanation and requested DSS
00:03:43
respond. So, according to the warrant,
00:03:46
the physician who evaluated the child's
00:03:48
injuries at the medical center called a
00:03:50
different hospital to say that Curtis
00:03:52
would be bringing the child there for
00:03:54
further examination and she would be
00:03:56
sedated. And when the physician
00:03:58
discharged this girl, the warrant
00:04:00
indicates that it was expected Block and
00:04:03
Curtis were taking the girl there. So,
00:04:05
Block responded to the hospital for this
00:04:07
report that there might be something
00:04:08
suspicious going on. And at first, it
00:04:12
seems he's doing everything correctly,
00:04:13
right? Calling social services,
00:04:15
reporting what both Curtis and the
00:04:17
doctors had said, and so on. And as far
00:04:19
as the doctor knows, the girl is headed
00:04:21
to another hospital for a closer
00:04:23
examination. Tyler, we stop right there.
00:04:25
This this part feels to be on the up and
00:04:28
up, right? what this captain's doing.
00:04:30
Would there be documentation that those
00:04:33
things had been had been done as well?
00:04:35
>> Yeah, there should be. So, um Block who
00:04:37
was investigating this should have been
00:04:39
taking notes and um his his whole
00:04:41
response is due to the call that he
00:04:43
received from uh the medical uh
00:04:46
department that went to the uh police
00:04:47
department. And so all this is above
00:04:49
board right now. Forensic interview is
00:04:51
necessary. He's investigating it. Um
00:04:54
this is what you expect to happen, but
00:04:55

Things changed very quickly. Why? for

Captain Block called DSS again and told

them that redacted told him the child

did not have redacted and the injuries

that the doctor put on his report and

sent to her were consistent with the

explanation." Huh. Now, based on the
00:06:44
context and the rest of the warrant,
00:06:46
this section is basically saying that
00:06:48
Block called DSS back and said that
00:06:51
there was no actual evidence of sexual
00:06:53
assault and that Curtis's explanation
00:06:56
made sense. So, she fell into the
00:06:59
refrigerator and injured her genitals.

Really? He told DSS, according to this
00:07:04
warrant, that he would do his own
00:07:06
investigation, schedule a forensic
00:07:08
interview for the child. He allegedly
00:07:10
asked that DSS's response be cancelled.
00:07:14
Tyler, which red flag do you want to hit
00:07:16
first?
00:07:17
>> Well, first he should have followed
00:07:18
through immediately. Should follow
00:07:20
through, went to the medical center so
00:07:22
the child could be examined. And even if
00:07:25
he believed her story, that the injury
00:07:28
was consistent with the facts that he
00:07:30
was given, he still should have had a
00:07:32
medical professional look into it. It
00:07:34
makes absolutely no sense why you have a
00:07:36
child who's harmed. You have a law
00:07:39
enforcement officer who took an oath of
00:07:40
office to protect and serve and right
00:07:42
here uh the person who does not have the
00:07:45
medical background and training is
00:07:47
deciding to uh just covert the whole
00:07:50
operation and make his own decision. Say
00:07:52
he'll decide what's best regarding the
00:07:54
next steps. That's the biggest red flag
00:07:56
that is meatly shown.

>> Yeah. And from here it seems block
00:08:00
started to dig a deeper and deeper hole
00:08:02
for himself. Why do I say that? Because
00:08:04
listen to this quote, "Captain Block
00:08:06
generated an MPD incident report titled
00:08:09
redacted that contained a false
00:08:12
statement and partial information that
00:08:14
was misleading." Captain Block also
00:08:16
produced a letter for the school stating
00:08:18
he had investigated the injury. So
00:08:20
Tyler, if the allegations that Curtis
00:08:22
and Block are lying about this assault
00:08:24
and trying to cover up, if these are
00:08:26
true, there's a lot of people and
00:08:28
agencies that end up with official
00:08:30
documentation of that lie. It's going to
00:08:33
be very difficult, I think, from a
00:08:34
defense perspective to try to argue
00:08:36
against this, right?
00:08:38
>> This is going to be very difficult. And
00:08:40
this is where the misconduct in office
00:08:42
is coming into play. He has the ability
00:08:45
to issue false reports and put down
00:08:47
different statements. He can decide to
00:08:49
turn on or off his body camera footage.
00:08:51
Uh, you know, law enforcement officers
00:08:53
are entrusted with uh, you know, that
00:08:55
they're going to act accordingly when
00:08:57
they have that badge on. So, right here
00:08:59
is where all the problems are starting.

I mean, the questions that I have are,
00:09:02
did Block know her when he reported?
00:09:05
Should he should there have been another
00:09:06
police department officer to investigate
00:09:08
it? Because the way it changed so
00:09:11
quickly leads me to believe that either
00:09:12
one, there was some prior history or
00:09:14
two, there was some conversation that
00:09:16
they had and an agreement that they had
00:09:18
and then he started to manipulate the
00:09:21
system.
00:09:22
>> Yeah, I was thinking the same thing.
00:09:24
What was the What was that conversation?
00:09:27
was it? And by the way, I don't know,
00:09:28
but I wonder if the allegation could be
00:09:32
did she say something to him that caused
00:09:36
him to reverse course and try to cover
00:09:38
this up? And and let's think about that
00:09:40
for a second because I don't have
00:09:41
definitive proof of that, but let's
00:09:43
think about it like this. So, according
00:09:45
to the warrants, just a few days after
00:09:48
this first hospital visit, Curtis
00:09:50
reportedly took the child back with
00:09:53
complaints of blood in her urine,
00:09:55
trouble urinating, and a foul odor. And
00:09:58
once again, the doctor was suspicious.
00:09:59
Let's not forget the victim in all this
00:10:01
case. Okay, so the warrant states the
00:10:04
physician noted injuries to the child's
00:10:06
redacted. Captain Block told the
00:10:08
physician that he was not concerned with
00:10:10
sexual assault, but was going to
00:10:12
schedule a forensic interview for the
00:10:14
child. So, Tyler, same question as
00:10:17
before. Does the hospital have any
00:10:19
responsibility to follow up on the
00:10:21
investigation despite what Captain Block
00:10:25
is telling this physician that he was
00:10:27
not concerned there was a sexual
00:10:28
assault?
00:10:30
>> No. So the hospital, they're mandatory
00:10:33
reporters and they reported it to law
00:10:35
enforcement and DSS. And generally what
00:10:37
would happen is the Department of Social
00:10:39
Services or law enforcement would follow
00:10:41
up with that forensic interview, DSS
00:10:43
would intervene and temporarily remove
00:10:46
custody of the child um from the parent
00:10:49
or guardian in the situation. And
00:10:51
because they reported it to law
00:10:52
enforcement and this is where it it gets
00:10:54
really bad, Block decides to let DSS
00:10:58
know that he's going to have the
00:11:00
forensic interview done and pretty much
00:11:01
tells them to stay back. And so the
00:11:03
child here, the victim is still with um
00:11:06
this woman who is either one, and I'm
00:11:09
not going to defame her, I don't know
00:11:10
any of these things, but it seems to be
00:11:12
either that she is trying to stop some
00:11:15
information from getting out. she knows
00:11:17
what's happening to the child whether
00:11:18
it's sexual nature or other abuse or two
00:11:21
she could be part of be the perpetrator
00:11:24
and that's what the the big red flags
00:11:26
are looking at the victim here a minor
00:11:28
child you have law enforcement you have
00:11:30
the whole system that was not able to
00:11:31
intervene to protect her all because of
00:11:34
this officer's actions
00:11:35
>> yeah and what's concerning is if you are
00:11:38
a physician if you are the hospital and
00:11:40
you're relaying this information to law
00:11:41
enforcement
00:11:43
you're you're not going to be able to
00:11:44
question them and say wait Why aren't
00:11:46
you looking into this? Why do you think
00:11:48
that there's no sexual assault here? I
00:11:50
mean, you report it to law enforcement.
00:11:52
This idea of what he's being accused of
00:11:54
right now, it's kind of unthinkable that
00:11:55
there would be a cover up of this. But
00:11:57
again, right now, we have to get into
00:11:59
where things take a really salacious
00:12:02
turn because apparently after Block met
00:12:06
Curtis in connection with this horrific
00:12:08
series of allegations, the two started
00:12:11
sleeping together. quote, "Captain Block
00:12:14
and Curtis initiated a sexual
00:12:16
relationship following that incident
00:12:18
that continued until and then it's
00:12:20
redacted." Okay, Tyler, what do you make
00:12:24
of that development? What are the rules
00:12:27
about interactions and relationships
00:12:29
between the police and members of the
00:12:32
public? I imagine that if you're dealing
00:12:35
with somebody who is a suspect or you're
00:12:37
dealing with somebody who is reporting a
00:12:40
crime, uh, alleged victim in a case, you
00:12:44
don't have any sort of sexual
00:12:46
relationship with that person. I mean,
00:12:48
this tells a lot more of the story if
00:12:49
these allegations are true.
00:12:51
>> Absolutely not. There's no there's no um
00:12:54
plausible situation where it should be
00:12:56
permitted that a officer could be
00:12:59
involved in a sexual relationship while
00:13:01
conducting an ongoing investigation into
00:13:04
the individual he's in a sexual
00:13:06
relationship with. And from what we
00:13:08
don't know, we don't know if they knew
00:13:09
each other before. We do know that they
00:13:12
engaged in sexual relationship
00:13:13
relationship after he started to report
00:13:16
and investigate this. So that's a big
00:13:18
red flag. One, he could be biased in his
00:13:20
investigation. two, he's obviously uh
00:13:23
attracted and there's some physical
00:13:25
relationship between the two and that
00:13:27
leads to him, you know, using his badge
00:13:30
um wrongfully and that's the misconduct
00:13:32
in office and clear obstruction here
00:13:34
based off of, you know, his false
00:13:36
statements and the reports, the ongoing
00:13:38
relationship. Um these are all things
00:13:40
that should have never happened and
00:13:42
that's why this whole thing was
00:13:43
outsourced to uh the South Carolina law
00:13:45
enforcement division to investigate this
00:13:47
because it smells of foul play from a
00:13:50
mile away.
00:13:51
So, this affidavit states that Block and
00:13:53
Curtis didn't do any of the things they
00:13:55
were supposed to do to, you know, ensure
00:13:57
the child victim got help, right? Let's
00:13:59
not forget about this child victim.
00:14:01
Quote, "The child was not taken to
00:14:03
another location for examination as
00:14:05
instructed." Sled has not identified any
00:14:08
medical personnel at any medical
00:14:10
facility that concluded there was no
00:14:12
abuse. No documents were sent to
00:14:14
redacted for analysis, nor was a
00:14:16
forensic interview scheduled, as
00:14:17
indicated by Captain Block to DSS and
00:14:20
medical professionals. In July 2025, DSS
00:14:23
opened an investigation. Curtis refused
00:14:26
to bring the child for a forensic
00:14:27
interview. Curtis also refused forensic
00:14:30
interviews related to a prior DSS
00:14:31
complaint earlier in 2024. On
00:14:33
approximately July 28th, 2025, Curtis
00:14:36
called redacted and requested the
00:14:38
physician change the medical report to
00:14:40
conclude no evidence of possible sexual
00:14:43
assault was found. Now, in the next
00:14:45
section, there's a typo. The affidavit
00:14:47
says 2025 when it actually means 2024,
00:14:49
but it says, quote, "Between October
00:14:51
14th, 2024 and present, Captain Block, a
00:14:54
certified law enforcement officer,
00:14:56
provided false and/or misleading
00:14:58
information to DSS, the school, medical
00:15:01
facilities, and on his MPD report. Block
00:15:04
never scheduled a forensic interview.
00:15:07
Between October 14, 2024 and present,
00:15:10
Janice Curtis did place a child at
00:15:12
unreasonable risk of harm affecting the
00:15:14
child's mental and or physical health
00:15:16
related to abuse that was possibly
00:15:18
sexual in nature. Furthermore, Curtis
00:15:20
intentionally attempted to impede SLED
00:15:23
and DSS from conducting their respective
00:15:25
investigations. Now, an investigative
00:15:27
reporter for Queen City News, Jod Bar,
00:15:31
approached Block after he posted a
00:15:33
$5,000 bond to get out of jail. And in
00:15:35
this ambush style interview, Block told
00:15:38
Bar was innocent. Here's part of the
00:15:41
exchange. Block saying, "I'm not guilty
00:15:43
of this stuff, sir. There was no
00:15:45
evidence of any sexual assault or abuse.
00:15:47
23 years of a clean career. I have never
00:15:50
did anything. Nothing, man. This is I
00:15:52
don't I did my job. And I think this is
00:15:54
in feuding with certain individuals.
00:15:55
Please keep in mind, man, I got kids.
00:15:57
You understand what I'm saying?" Bar
00:15:59
responds, "Did you think about that when
00:16:01
you met Miss Curtis and handled that
00:16:03
case?" Block says, "Yes, sir, I did, and
00:16:05
I know where you're getting at, but you
00:16:07
don't know the whole story and all." So,
00:16:09
Tyler, first of all, why would Block
00:16:12
actually respond to the media? I can't
00:16:14
imagine that's always a beneficial thing
00:16:16
to do, but B, what do you make of his
00:16:19
response?
00:16:20
>> Well, he should have never responded to
00:16:22
the media. Of course, everything that he
00:16:25
says can be used against him later on.
00:16:27
Um, but obviously he thought that he was
00:16:29
smart enough or I guess he had the
00:16:31
capability to talk to the media on his
00:16:33
own. And secondly, his response, the the
00:16:37
biggest thing that stands out to me is
00:16:38
when he says there was no evidence of a
00:16:40
physical or sexual abuse. He does not
00:16:43
have the the requisite training to make
00:16:46
that conclusion. the hospital thought
00:16:50
enough of the facts and what they saw
00:16:52
that led them to believe that there
00:16:54
should be a forensic interview of the
00:16:56
child. And that forensic interview is to
00:16:59
um get, you know, cut through the the
00:17:01
grass and cut through the trees and
00:17:02
figure out what happened. Put the child
00:17:04
in a safe place, the victim uh where she
00:17:06
can be questioned in a an environment
00:17:08
that uh induces uh honesty and uh in a
00:17:12
way that children feel comfortable
00:17:13
speaking and it's recorded. Uh but Block
00:17:16
for some reason thought he was smarter
00:17:18
than the the medical professionals and
00:17:20
the people who have specific training
00:17:22
for forensic interviews. And one thing
00:17:24
that also stands out to me is we don't
00:17:26
even know if the victim ever had their
00:17:28
forensic interview, which is a tragedy
00:17:31
here. And so Block's response um to me
00:17:35
just furthers the the misconduct in
00:17:37
office. And it looks like he was clearly
00:17:39
obstructing justice by taking this whole
00:17:41
thing in in his hands when he was having
00:17:43
sexual relationship with somebody who
00:17:46
could have been the accused in that
00:17:47
situation.
00:17:48
>> Now, according to local outlet uh WIS10,
00:17:52
the cases are going to be prosecuted by
00:17:53
the South Carolina Attorney General's
00:17:55
Office. And we looked into the charges
00:17:56
that Curtis and Block are facing, and
00:17:58
here's what we found. So according to
00:18:00
South Carolina's criminal code, whoever
00:18:01
cruy ill treats, deprivives of necessary
00:18:04
sustenance or shelter, or inflicts
00:18:06
unnecessary pain or suffering upon a
00:18:08
child or causes the same to be done,
00:18:09
whether the person is the parent or
00:18:11
guardian or has charge or custody of the
00:18:13
child for every offense, is guilty of a
00:18:15
misdemeanor and upon conviction, must be
00:18:17
in prison not more than 30 days or fined
00:18:20
not more than $200 at the discretion of
00:18:23
the magistrate. for blocks charge of
00:18:26
misconduct. Any public officer whose
00:18:28
authority is limited to a single
00:18:30
election or judicial district who is
00:18:31
guilty of any official misconduct,
00:18:34
habitual negligence, habitual
00:18:36
drunkenness, corruption, fraud, or
00:18:38
oppression, shall be liable to
00:18:40
indictment and upon conviction thereof
00:18:42
shall be fined not more than $1,000 and
00:18:44
imprisoned not more than one year. town
00:18:47
officials. They released a statement to
00:18:49
WIS-10 saying, "The town of McB is aware
00:18:52
of the recent charges involving one of
00:18:54
its police officers and takes the matter
00:18:55
very seriously. The officer has been
00:18:58
suspended without pay. We remain
00:19:00
committed to transparency. We intend to
00:19:02
continue to fully cooperate with law
00:19:04
enforcement and the town will share
00:19:06
updates as appropriate." Now, the
00:19:08
Chesterfield County Court Records, that
00:19:10
site shows that several standard filings
00:19:12
have been submitted, like motions for
00:19:13
discovery, but it's unclear when Curtis
00:19:16
and Block are going to be back in court.
00:19:18
Tyler, going to you, why didn't they
00:19:20
just terminate him? Is this the right
00:19:23
protocol? Suspension. Wait to see how
00:19:25
the case plays out. Do they do their own
00:19:26
internal investigation?
00:19:28
>> I think they could have terminated him.
00:19:30
They just decided not to. There's ample
00:19:32
evidence to do so. I think the
00:19:34
allegations are corroborated based off
00:19:36
of what uh the medical professionals
00:19:38
recommended and what uh Block did here.
00:19:41
So I think they should have done that
00:19:43
immediately. Oftent times you can see
00:19:45
situations where an officer is
00:19:48
temporarily suspended while there is an
00:19:50
ongoing investigation because he is
00:19:52
still accused accused. He has not been
00:19:54
convicted or pled guilty to any charge.

And there's another thing I want to
00:19:58

went to the extent of calling the

hospital wanting to report changed. And

so this seems to be some cruelty towards

the victim, the minor child. And the

officer here, he just completely

disregarded his badge. um got into a

relationship with the woman who's under
00:21:49
investigation and obstructed justice

from happening. So, I don't see there

being out for them. Of course, they're

entitled to representation. I expect the

defense lawyer to vigorously defend

them. Um but I don't see an acquitt at

the end of the tunnel here.
