child. And these are benefits from

October. Let's take a step back. Never

in the history of this country during a

war or an emergency shutdown has a

federal government ever stopped funding
00:04:39
SNAP benefits for our most vulnerable.

These are 42 million Americans across
00:04:44
the country. 1.1 million Americans right
00:04:46
here in Massachusetts, people with
00:04:48
disabilities, seniors, children who have
00:04:51
depended on these resources. Never in
00:04:53
the history of this country. And the
00:04:55
president would blame Congress. I would
00:04:58
say Congress, yes, at times is
00:05:00
absolutely ineffective. Put them to the
00:05:02
side. He has had the very power from the
00:05:05
very beginning of this shutdown and
00:05:07
throughout to ensure that SNAP benefits
00:05:10
flowed. Billions of dollars available to
00:05:13
him and the administration to feed our
00:05:15
people in Massachusetts and across this
00:05:17
country. They chose not to. So what did
00:05:20
we do? We we filed a lawsuit. I led 25
00:05:24
[clears throat] AGs and three governors
00:05:26
and co-led that with a couple other
00:05:27
states to ensure that folks in this
00:05:30
country have access to resources.

Without a Democratic attorney general,
00:05:33
people would be starving in this
00:05:35
country. And every step of the way, they
00:05:38
fought us. They appealed to the Supreme
00:05:40
Court. They appealed at the local level.
00:05:43
every step of the way. Our lawsuit

actually is still technically going
00:05:46
until we get assurances from them that
00:05:48
they won't penalize the states for
00:05:50
following a court order and putting out
00:05:52
full benefits for our people. So, this

is what we're up against.

Misinformation, total nonsense. But we

won't be distracted as we do our jobs

and frankly as I do my job of the great
00:06:04
job I have, frankly, of being the

American the attorney general of

Massachusetts. You know, on the one

hand, you'll have these press

conferences where Donald Trump will say,

"We're so rich. We've brought in $23
00:06:17
trillion
00:06:19
of investments and tariffs and we're
00:06:22
making so much money." Then when it
00:06:25
comes to SNAP, he goes, "You know, the
00:06:27
real issue, this is like typical con
00:06:30
artist that I'm sure you deal with in
00:06:31
other cases as the AG, you know, we're
00:06:34
having liquidity issues. We don't have
00:06:37
the money. There's nothing we can do
00:06:39
here. Yeah, but you just said we're we
00:06:42
don't have the money when it comes to
00:06:43
this. And there's I think the American
00:06:45
people know there's literally an
00:06:48
account, a contingency fund that is full
00:06:51
and it has the money to pay for this.
00:06:54
And then separately what the judge said
00:06:57
in the Rhode Island case and then in the
00:06:59
mass, you know, all these cases and but
00:07:01
all the cases, your case, their case was
00:07:04
this is a benefit that people are
00:07:07
entitled to and even regardless of the
00:07:09
contingency fund. These are funds that
00:07:12
exist. They're in a bank account that
00:07:13
the government has. You have access to
00:07:15
it. Use it. Use it.

>> And the Trump regime was first saying,

"Our legal opinions say we can't." The

judge said, "No, no, no, no. You can.

It's not a liquidity issue." And then

they still said, "Yeah, but we need to

go to our friends at the Supreme Court

and block this." That's crazy to me.

before we filed our lawsuit, why we

didn't move quickly is because they told

us, the USDA, including on their

website, that they would fund SNAP, as

has been done every single time during a

government shutdown. They would fund it

for the month of month of November. And

then they made a policy choice at some

random moment only a week before

November started to say, "No, we're not

doing that." So, we mobilized to file a

lawsuit, a multi-state lawsuit quickly

to ensure that they would actually fund
00:08:03
the SNAP program. They would not have
00:08:05
done it without our lawsuit. Even though
00:08:08
they had the power to do it at the
00:08:09
outset and be also because they had
00:08:12
billions of dollars available to them,
00:08:15
not just in the SNAP reserve fund, other
00:08:17
resources too. If you can fund Argentina
00:08:21
in the billions or re renovate a part of
00:08:24
the White House or find money for other
00:08:26
purposes, you should be able to find
00:08:28
money to feed Americans across this
00:08:31
country, including veterans before
00:08:32
Veterans Day, families before
00:08:34
Thanksgiving. You should be able to find
00:08:36
the billions to support our people right
00:08:39
here at home. And sadly, they chose not
00:08:42
to do that. That was intentional. That
00:08:44
was squarely within the authority of the
00:08:45
president and his agency. want to talk
00:08:48
about more broadly the role of
00:08:51
Democratic attorney generals fighting
00:08:53
back against this Trump regime. It's a
00:08:56
great example here when we talk about
00:08:57
fighting to ensure that people in your
00:09:00
state and others get SNAP benefits but
00:09:03
and issues of immigration, clinical
00:09:06
trials, public schools, climate
00:09:10
resilience as it relates to construction
00:09:12
project, wind and solar. Trump regime
00:09:15
has launched a full-fledged assault on
00:09:18
blue states. Frankly, the entire
00:09:20
country, one of the reasons blue states
00:09:22
are doing better than red states is a
00:09:24
lot of these red states, AGs just let it
00:09:26
happen. All right, you want our solar,
00:09:27
take it away. You want our wind, take it
00:09:29
away. You want to destroy it, go for it.
00:09:32
But in blue states, you and other AGs
00:09:35
have been on the front lines in pushing
00:09:37
back and go through that with us because
00:09:39
I don't think people focus on governors
00:09:41
and Congress members, but the AGs have
00:09:44
been on the front lines of ensuring
00:09:47
federalism has been the only thing
00:09:49
that's really held, frankly, that these
00:09:51
states can stay, you know, autonomous
00:09:54
and be able to exist and and not fully
00:09:57
fall into this Trump dystopia. What we
00:09:59
understand as Democratic AGs is that the
00:10:02
number one issue right now is
00:10:03
affordability, the cost of living crisis
00:10:06
we are in. And so we're fighting every
00:10:08
single day, fighting like hell to
00:10:10
protect resources coming to our states.
00:10:14
Here in Massachusetts, we have filed
00:10:16
over 40 lawsuits against this
00:10:18
administration that tried to take away
00:10:21
3.24 billion dollar in Massachusetts
00:10:24
investments. That's $210 million for our
00:10:27
public schools, millions for public
00:10:30
health, including clinical trials, jobs
00:10:32
in the biomedical sector, which is
00:10:34
important for Massachusetts. That's
00:10:36
construction jobs. That's clearly SNAP
00:10:39
and their efforts to try to take away
00:10:41
food. And of that $3.24 billion they
00:10:45
tried to take away, our 40 plus lawsuits
00:10:48
have protected $3.02
00:10:51
billion dollars. So, the most effective
00:10:53
individual right now is your Democratic
00:10:56
AG. And I say Democrat because not one
00:10:59
Republican AG has signed on to any of
00:11:02
our lawsuits. Not for clinical trials,
00:11:05
not for SNAP benefits. Sadly, there are
00:11:07
folks in red states, and I hate to even
00:11:09
use the label, but in states that are
00:11:11
Republican le where they didn't get
00:11:13
their SNAP benefits because their people
00:11:15
didn't exercise leadership to feed their
00:11:17
children, feed their seniors, feed their
00:11:19
veterans. And so the work we're doing as
00:11:22
Democratic AGs is to deliver for real

people regardless of what whatever

letters by their name because we
00:11:29
understand our jobs and most importantly
00:11:31
we love this country and we know what
00:11:33
it's capable of and we're not going to

allow this president to stand in the way

of what we do but most importantly to

dismantle everything we stand for. I got

to ask you before we go because this is

timely and it's in the news and you

understand as an AG the way grand juries

work and the way they're not supposed to

work. You know, there was this uh

Lindsay Halligan, she's like a a former
00:11:56
insurance lawyer with no prosecal or
00:11:59
trial experience who somehow became the
00:12:01
top federal somehow Trump put her as the
00:12:03
top federal prosecutor uh in uh Virginia
00:12:06
to prosecute his political opponents.
00:12:09
She went into this grand jury room on
00:12:11
the Comey and Leticia James case. At
00:12:12
least we're hearing on the Comey case
00:12:14
because Judge Curry, the federal judge,
00:12:16
said, "I need to look at the
00:12:17
transcripts." And there was no court
00:12:20
reporter that was in there apparently or
00:12:23
taking a transcription after around 4:50
00:12:26
p.m. Eastern time to the time the
00:12:29
indictment was actually signed off by
00:12:32
the grand jury. And the judge is like,
00:12:34
"Where what happened there? Where's the
00:12:36
missing transcript?" And you had
00:12:37
Hallagan there all alone, all by
00:12:40
herself. And there's just so many
00:12:43
question marks. I mean, you had the
00:12:44
Republican United States attorney in
00:12:47
that area leave and did a memo to file
00:12:50
saying that we didn't have probable
00:12:51
cause to even do these prosecutions. I
00:12:54
just want to get your perspective as,
00:12:56
you know, the top law enforcement
00:12:58
officer in Massachusetts as the attorney
00:13:00
general as you reflect on what's
00:13:03
happening at the AG level, at the
00:13:05
federal level with Bondi, whether it's
00:13:07
what Halagan's doing, what they're doing
00:13:09
with the Epstein files. I mean, I just
00:13:12
would be interested to hear your

perspective on what you're seeing there

because it's like to me as a lawyer when
00:13:18
I went to Georgetown Law, I graduated in
00:13:20
2010. I'm seeing this and I'm like, it's

just pain. It's painful to watch.

because at the end of the day, how they

are proceeding to bring about so-called

justice and accountability is by

shredding the Constitution itself. And

political affiliation, you should care

about transparency, accountability, and

due process. As I prosecute cases in

Massachusetts, we have to file a CR

grand jury proceeding. It's secret yet

it has strict rules of engagement of how
00:13:57
you do that including a transcript

including information that can be shared

at some later point if someone feels as

though their rights are being violated
00:14:05
as these two defendants are saying in
00:14:07
this case in addition to that
00:14:10
transparency.

How was this person appointed? Did they
00:14:14
follow the law and appointing her? And I
00:14:17
don't think they did and they're trying
00:14:19
to challenge that in court. And so if we

have folks who are not lawfully
00:14:24
appointed, not following grand jury
00:14:26
procedure and of course the indictment
00:14:29
process, then you have no due process.

You have a rogue justice system. And

that means the average person should
00:14:35
absolutely be concerned. We can just

pull you over, pick you up, bring you
00:14:40
somewhere uh and have you indicted and

then put you in jail. If I were to do

that using the limited resources, public

resources I have, go after my enemies

for every hateful thing they said

against me, the Constitution wouldn't

matter. And if you don't have a

Constitution, you don't have a guarantee

that this government owes you anything.

We don't owe you SNAP benefits. We don't

owe you accountability. We don't owe you
